| 摘 要： | 电力反垄断的改革重组与对自然垄断业务的有效监管,是实现电力可持续发展的体制基础。为使体制改革有利于达到发展经济和环境保护的双重目标,必须保持电力工业的可持续发展与整个经济可持续发展的互动一致性。通过研究电力行业哪些部分具有自然垄断性质、哪些部分不具有自然垄断性质,就能够恰当地在不具有自然垄断性质的领域引进竞争,而在具有自然垄断性质的领域施加有效的政府管制,从而在既能获竞争之利,又能避免垄断之害的同时获规模经济的好处,真正使我国电力工业走向健康持续快速发展的轨道。

| Abstract: | The deregulation and re-organizations based on anti-monopoly as well as the efficient supervision of the natural monopoly business, are the systematic bases for the sustainable development of electric power industry. Based on the researches on electric power industry, we can discriminate the characters of natural monopoly so that we could properly bring in competition for the field without natural monopoly characters and governmental regulation for the field with natural monopoly characters. |
