我国水利水电发展的新理念

摘    要:当前我国各项建设进展神速,估计在不长的时间内,较好的水资源站点将开发殆尽,会影响水资源的持续开发。本文提出:(1)水利水电要与其他资源一道和谐相处、共谋发展,抽水蓄能作为水利水电的补充,在电网中形成了新的循环链,即利用电网中非峰荷剩余电能抽水,可供峰荷时再次发电或供水灌溉,故水资源、能源和其他资源是可以相互转换,相互支持,以丰补欠,循环再生利用,在促进和发展循环经济中作用很大;(2)我国水利水电的开发特点和前景;(3)在开发各河流上中下游的同时还应重视入海口附近水域和上游河源段的开发利用。从以上新理念出发,我国水利水电将呈现出一些新的发展空间。

Abstract:The constructions in all the fields are developed rapidly in China, and it is estimated that the better sites for water resources development are to be fully developed within a shorter period, and then the sustainable development of the water resources is to be impacted. It is put herein forward that (1)the water resources and hydropower must be harmoniously developed along with the developments of the other resources concerned; for which the pumped storage hydropower can be taken as the supplement of the hydropower, so as to create a new cycle chain in electric power network, i.e. pumping water with the surplus power in the network during valley load hours for generating power again or for water supply and irrigation. In this way, the water resources, power resources and the other related resources can be converted and supported each other by complementing shortage with abundance and cyclic utilization by regeneration, which can play an important role in the respect of promoting and developing the cyclic economy; (2)the characteristics and prospect of the water resources and hydropower development in China; (3)attentions must be paid to the developments and utilizations of uppermost tail reaches of rivers and the water areas near the estuaries when developing the upper-mid-lower streams of the rivers usually concerned. If taking the new concept given above into account, some new developing spaces will be presented in the field of the water resources and hydropower development in China.
