On the basis of systematic recognition about the value of the historic blocks, this article analyzed the relation between protection and utilization, and studied the problems in the protection and utilization of the historic blocks at present, discussed the utilization principle of historic blocks under market economy, and guided the resource utilization in the historic blocks.
