摘    要:新时期水利事业发展必须依靠科技创新.提高水利科技创新能力必须转变科技立项思路,变被动受理为主动设计,集中力量突破重大科技问题.并由重前期立项向重全过程管理转变,提高科技管理公正性、科学性和有效性.拓宽科技投入渠道,注重科技经费绩效管理.

Abstract:Scientific innovation contributes to the development of water resources. In order to improve the innovative capacity of water conservancy science, the passive way of subject establishment should be shifted to the active one, focusing on major scientific issues. The comprehensive management over the whole subject should be put forward superior to subject preparation to show its justice and effectivization with broad investment channel and efficient financial management.
