西宁特钢实践循环经济原则的发展之路

通过对国内钢铁产业及西宁特钢发展的概况、特点、存在的问题以及对策思路的分析，提出了以西宁特钢资源为依托实践循环经济原则的发展思路：西宁特钢发展之路要集中体现“三个要素、一个目标”，即通过资源再利用、旧物品再利用、减少废弃物等3种方式，最终实现“资源循环型”的目标。依靠科技进步，提高钢铁产业清洁生产水平，加大工业废弃物科研开发力度，走“科技含量高、经济效益好、资源消耗低、环境污染少”的新型工业化道路，实现资源循环综合利用产业与钢铁主业互动发展。

Development Road of Xining Special Steel on Principles of Circular Economy

Through the analysis of the general situations, features, existing problems and strategy ideas of domestic steel industry and Xining Special Steel＇s development, a train of thought was put forward that developing the circular economy on the basis of Xining Special Steel＇s resources： ＂Three factors and One goal＂, that the goal of ＂resource recycling＂ would be realized by resource reusing, old stuff reusing and waste reducing. Relying on the progress in science and technology, the level of cleaner production of steel industry should be improved, by greater effort to research and exploit industrial wastes,, better economic yield, lower resource consumption and less en,（ironmental pollution. Then the interactive development will be achieved between circular economy industries and the principal industry of steel.
