| 摘 要： | 以英国电力库时期、NETA时期和美国PJM时期电力市场为例，分析对比三者在用电侧和调度的成本覆盖情况，并且分别从市场运营特点的整体性和3种交易模式在交易和费用制度的繁复程度上、市场的组织形式上、价格的稳定和导向性上、市场运行的透明度上的优劣势进一步分析不同电力市场的运营模式。最后结合我国的实际情况，提出我国电力市场建设方面的相关建议。

| Abstract: | POOL,NETA and PJM electricity markets are taken as examples to analyze the cost coverage in the process of electricity production. In the part of cost coverage, the cost generation and corresponding way of cost coverage is analyzed from two aspects: user and dispatch. Then the overall characteristics, advantages and disadvantages of the three transaction modes form the perspectives of the complexity of the transaction and charging system, the organization of the market, then stability and guidance of the price, and the transparency of the market operation are analyzed respectively. At last, on the basis of the research, the related suggestions are given, combined with the national conditions in China. |
