主要阐明流域安全的必要性,认为它是经济社会可持续发展的目标;对水资源可持续利用及其管理目标进行释义。探讨维护健康长江与促进流域安全的相互关系,认为前者是必要条件,后者是目的。提出在水利建设上建立两个保障体系,完成5项主要任务,以维护健康长江,促进长江流域经济社会的可持续发展。最后提出维护健康长江和流域安全的长江流域可持续发展战略框图。

The security of river basin is one of the goals for economic and social sustainable development, The necessities of river basin security, the sustainable utilization of water resources and its management purpose are elaborated. The relationship between Yangtze River health and fiver basin security is studied, and it is presented that the former is the necessity and the latter is its goal. During the construction of water conservancy, two guarantee systems and five main tasks are proposed for maintaining the health of the Yangtze River and promoting economic and social sustainable development of the river basin.
