| 摘 要： | 近几年,山洪灾害频繁发生,已成为自然灾害中人员伤亡的主要灾种.实践证明,建设以暴雨山洪监测、山洪灾害预警、应急转移反馈体系为主的山洪灾害预警监测系统,可以最大限度减少山洪灾害造成的人员伤亡和财产损失.

| Abstract: | The freshet disaster often take place and it is the main disaster which result in hyman being casualty loss in recent years.The early-warning system of freshet disaster should be established in order to reduce human being casualty and property loss.It includes the monitoring system of storm and freshet,the early-warning system and the reactive system of emergancy translation. |
