环渤海区域土地政策宏观调控绩效评价研究

分析了土地政策参与宏观调控的目标,构建了综合评价指标体系,结合环渤海各省市实践进行了实证分析.评价结果显示土地政策参与宏观调控总体绩效良好,但仍有部分问题,尤其是保障性住房方面问题比较突出.文章最后提出了土地政策宏观调控的政策建议,包括继续"禁止囤地"政策、遏制房地产的投机、促进充分就业、扩宽财政收入渠道、促进保障房建设、调控政策体现区域差异等.

Study on the Performance Evaluation of Land Macro-control in the Area of Annulus Bohai Sea

This paper analyzes the goal of land macro-control, and constructs a set of comprehensive evaluation index system, and then carries out empirical tests using the cases of Annulus Bohai Sea. The results show that the overall performance of land macro-control is good, and some problems are obvious, especially the affordable housing supply is very serious. This paper puts forward some policy proposals, such as limiting land reservation and real estate speculation, facilitating full employment, widening the field of fiscal revenue, promoting affordable housing construction and balancing the regional differences.
