合作自营并举 开发海上油气——中国海油近海油气田开发历程回顾

中国海油近海油气田开发经历了对外合作前的初步勘探与试验性开发以及对外合作后的合作与自营并举开发两大发展阶段。对外合作前 ,在基本弄清中国近海含油气盆地分布的基础之上 ,通过部分小油田的试验性开发 ,为中国海洋石油工业的发展奠定了基础。对外合作后 ,通过引进国外的资金、技术和管理经验 ,中国海洋石油工业得到高速、高效的发展 ,油气年产量已由合作前的 17万t原油 ,增至 2 0 0 1年的 1872万t原油和 4 1 36亿m3天然气。对外合作促进了自营油气田的开发 ,在 2 6个已投入开发的油气田中自营油气田已达 10个。绥中 36 1等一批自营油田的发现和开发以及蓬莱 19 3等 7个亿t级油田的发现 ,为中国海洋石油工业实现“十五”规划的宏伟目标 ,用 5年的时间跨入世界 5 0 0强奠定了基础

DEVELOPING OFFSHORE OIL AND GAS BY EMPLOYING BOTH SELF-OPERATION AND COOPERATION WITH FOREIGNERS -A Review of CNOOC Course of China Offshore Fields Development

There are two major periods in CNOOC course of China offshore fields development, one is initial exploration and tentative development before cooperation with foreign companies, the other is later employing both self_operation and cooperation with foreigners. During the first period, a foundation was laid for development of China offshore petroleum industry by largely understanding distribution of offshore petroleum basins and tentatively developing some small oilfields. After cooperation with foreigners, China offshore oil and gas fields are developed quickly and efficiently by introducing foreign investment, technology and management, with the annual production increasing from 0.17 million ton oil before cooperation with foreigners to 18.72 million ton oil and 4,136 million cubic meter gas in 2001. The development of self_operation fields are also promoted by cooperation with foreigners, and there are 10 self_operation fields among total 26 developed fields. The development of a group of self_operation fields such as SZ36?1 and discoveries of 7 hundred_million_ton_sized oilfields such as PL19?3, have laid a solid foundation for achievement of CNOOC'S object of the "Tenth Five?Year Plan" and its stepping into the world 500 Powerful Oil Companies in five years.
