| Abstract: | Based on the return-cost analysis of economical person, this paper discusses the measures guarding against the risk of agent-construction system in the government investment project from formal and informal institutions, including enhancement of entering threshold, fair deal way, strict contract management and correct honor and disgrace concept. |
