准公益性水电项目投融资环境及政策研究

相比单一发电功能的水电项目，准公益性水电项目由于具有一定的公益性功能，所以其投资往往比较大，经济效益较差。准公益性水电项目投融资环境存在许多问题，包括投资主体单一、融资环境渠道狭窄、优惠政策不多及税负严重等，应积极培育有效的投融资环境，制定优惠政策，促进水电项目的开发建设。

Studies on investment environment and policies of quasi-public interest hydropower project

Comparing to single-purpose hydropower project, quasi-public interest hydropower project generates certain benefit of public interest. However, the investment is relatively high but economic benefit is low. Many problems are existed in the investment environment of quasi-public interest hydropower project, including single sources of investment, lack of investment channels and favorable policies, as well as heavy tax burden. It is suggested to develop hydropower projects by means of improve investment environment and making favorable policies.
