蒸汽消耗是氧化铝生产中的主要能耗指标之一，中铝山东分公司有三条低温拜耳法生产线，使用的蒸发器均为六效四闪管式降膜蒸发器，设计的蒸水汽耗相同，考核模式相同。一线借运营转型理念对运营体系、管理架构、理念与能力进行诊断完善；消除部门组织壁垒、部门之间不信任，优化并实施高效的业绩管理体系，支持系统完善对管式蒸发器运行情况的各项指标逐步深入的分析，弄清楚了潜力点，通过科学合理、有效的管理，有的放矢地走出一条降低汽耗的方法，取得了显著成果。

Formulation and Assessment of Performance Management Goal

Steam consumption is one of the key energy consumption indicators in alumina production. CHALCO Shandong branch has three low-temperature Bayer production lines, and all of them use six- effect-four-flash tube falling-film evaporator, and the designed steam consumption and assessment model are the same. One production line adopts operation transformation principle to examine and improve the operation system and the management structure, principle and competence, eliminate the organizational barriers and the mistrust among the departments, optimize and implement the high effective performance management system, gradually analyze every indicator for tube evaporator operation in detail, and make sure the potential point. The company finds a method of reducing the steam consumption by scientific, reasonable and effective management, and obtaining outstanding achievements.
