完善食品安全管理体系框架的构想

摘    要:我国面临的食品安全形势依然十分严峻,现行的食品安全监督管理模式存在较大弊端。本文提出政府应加大力度构建和完善食品安全管理体系,尽快出台《食品安全基本法》,理顺政府部门预警、监督、管理和惩戒机制,形成涵盖和统领食品安全整个生产过程的监督管理网络和长效机制。

Abstract:There are many shortcomings in the food safety supervision and management model in China,and the current situation of food safety is still very critical. Strengthening the construction and improvement of food safety management system by introducing the"Basic Law of Food Safety",intensifying the early-warning, monitoring and managemental ability of government, and establishing a food safety network and long-acting mechanism of supervision and management throughout the production process were suggested in this paper.
