大数据背景下我国电子招投标监管研究

传统的监管方式难以适应招投标电子化发展的需要,在我国实施大数据战略的背景下,借助大数据技术挖掘分析招投标交易数据的潜在价值,构建模型评判招投标主体行为是否异常、交易价格是否合理、招投标市场环境是否健康,从而为招投标监管提供参考依据。在梳理我国电子招投标发展成效与监管现状的基础上,通过分析大数据在电子招投标监管中的具体应用前景,以及大数据背景下电子招投标的监管模式,构建了基于大数据的电子招投标监管体系,为创新招投标监管模式提供了参考。

Electronic Bidding Supervision Under the Background of Big Data

The traditional supervision method is difficult to adapt to the needs of electronic bidding development. With theimplementation of big data strategy in China,this paper employs big data technology to explore and analyze the potential value ofbid transaction data,and to build the model to judge the abnormal behavior of major bidding participants,reasonableness of thetransaction price,and health of the bidding environment. The research can be used to provide a reference for regulatory authorities.On the basis of the current electronic bidding development and supervisory situation in China,this paper analyzes the potential of bigdata application in electronic bidding supervision and the supervision model of electronic bidding under the background of big data.This paper finally builds an electronic bidding supervision system based on big data,which provides a reference for the modeinnovation of bidding supervision.
