| 摘 要： | 从多方面比较了水利水电工程和公路、铁路工程建设征地的异同。根据河南、河北、安徽三省部分水利水电工程和公路、铁路工程征地的补偿资料，从前期规划设计、地方政府的重视程度、补偿标准及占总投资的比重、安置方式和征地拆迁管理体制等方面比较了水利水电工程征地与其他工程征地不同的特点。
