| 摘 要： | 水利地位的进一步发展需要经济上、技术上、制度上和财政上给予支持和改善.总的来看,国家政策的制定和发展战略方向对水利的进一步发展是至关重要的.可靠安全的水供给,水利系统的安全条款,环境稳定状态的改善,不断的财政支持,以及对投资者的吸引均需要有组织和财政的投入.文章对水利融资的基本策略进行了论述,对目前的融资情况进行了分析,同时提出了对今后水利融资的进一步措施.

| Abstract: | Further development of irrigation sphere requires economic,technical,institutional and financing improvements.On the whole,concretization of the state policy and development strategic directions are very important for further development.Reliable,safe and uninterrupted water supply,provision of system safety,improvement of environmental stable state,recovery of the system financially,making completely manageable,efficient and attractive for the investors require organizational and financing investments. Basic directions on financing strategy of irrigation sphere are stated,the existing financings are analyzed,including capital expenses as well as in regard to subsidies.At the same time the further steps directed to irrigation sphere financing are presented. |
