煤矿应急救援可视化现场指挥系统的设计和实现

摘    要:基于矿区紧急救援和突发事件处理时的现场音视频信息,利用H264协议实现视频编解码,利用Speex语音引擎实现音频编解码,依托无线Mesh网络,结合RTP实时传输协议和基于SIP协议的语音对讲技术,实现了基于音视频的应急救援可视化现场指挥系统;系统通过摄像仪、听说器、生命体征传感器、多参数气体测定器,将事发地点的现场图像、环境参数、救护队员生命体征等信息传输至后台指挥中心,同时系统支持前方和后方的双向语音对讲,供救援指挥人员实时掌握整个救援情况并进行可视化的管理和调度。通过国内煤炭行业多个救护队的应急救援演练实践表明:该系统提高了救灾工作的安全性、可靠性和灵活性,对防止二次灾害的发生提供了有效的预防途径,取得了良好的救援效果。

Abstract:Based on the on-site audio and video information of emergency rescue and emergency handling in mining area, this study uses H264 protocol to realize video encoding and decoding, and uses Speex voice engine to realize audio encoding and decoding. Relying on wireless Mesh network, combined with RTP real-time transmission protocol and SIP protocol based voice intercom technology, the visual on-site command system of emergency rescue based on audio and video is realized. The system transmits the scene images, environmental parameters, vital signs of rescue team members and other information to the backstage command center through camera, hearing device, vital signs sensor and multi-parameter gas detector. At the same time, the system supports two-way voice intercom between the front and the rear, so that the rescue commanders can grasp the whole rescue situation in real time and carry out visual management and scheduling. Through the emergency rescue practice of several rescue teams in the domestic coal industry, it shows that the system improves the safety, reliability and flexibility of disaster relief work,provides an effective way to prevent the occurrence of secondary disasters, and achieves good rescue effect.
