摘    要:江西省煤炭、石油、天然气这三种主要能源资源都十分贫乏,人均能源储量,原煤约33.5t,只有我国人均储量的1/3;人均能源消费量只有全国人均能源消费量的1/2;每创造1000美元GDP要消耗能源0.88t标准煤,略低于全国平均水平;在江西国民可供消费的能源总量中,煤炭、石油、天然气之和占能源消费总量的86.94%,即在消费能源总量中清洁能源所占的比重仅为13.06%(主要为水力发电)。江西生产水平低、国民生活水平低、经济落后,这些都是与能源制约密切相关。江西要实现跨越式发展、实现在中部地区崛起、进行生态经济建设、全面建设小康社会,能源问题是一大瓶颈。江西必需面对严峻现实,制定立足当前,着眼未来的能源发展、储备战略和一系列开发新能源的举措,其中包括大力发展水力发电;有计划地规范和限制煤炭的开采,积极推行洁净煤技术,我省今后不宜再新建火力发电厂,尤其不要再新建大型火力发电厂;依靠科学技术,寻找、开辟新能源、清洁能源、再生能源、绿色能源;适度发展核能发电;努力提高能源利用效率、降低能源消耗;制定能源储备制度和建设能源储备体系;切实做好矿区“三废”治理、土地复垦和生态环境恢复与重建。这些也是解决能源瓶颈问题的举措。

Abstract:Jiangxi Province is short of coal,petroleum and natural gas,which are the three major energy resources.The energy reserves per capita account for only one third of that of China.The energy consumption per person is just half of the China's per capita energy consumption.The consumption amount of energy in Jiangxi Province is less than China's averge level while creating the same value of GDP.As a result,the constraint of energy has become one of the factors to result in low productive level,low national income and backward economic in Jiangxi Province. Energy is a big bottleneck for the rapid economic development and the eco-economic construction in Jiangxi Province.Therefore,we should take some measures and strategies to solve the evergy problems.This paper makes some suggestions which involves to develop waterpower,to restrict coal mining and spread clean-coal technology,to develop new energy,clean energy and regenerated energy;to raise the energy use efficiency and reduce the energy consumption;to make out energy reserve rule and set up energy reserve system;to pay attention to the Three Waste management and eco-environment restoration in mining areas.
