摘    要:介绍了中国海油建设国际一流能源公司的战略目标和国际一流能源公司的十大标志。分析了中国海油战略实施的现状:中国海油2007年已进入全球500强;按油气产量等评价指标,中国油海已进入全球第二层次石油公司之列:中国海油的现代企业制度建设正在稳步推进;中国海油已初步形成综合能源公司的格局。指出了与国际一流公司相比,中国海油还存在规模较小、国际化经营程度较低、管理体制与管理水平仍有差距、深水开发能力较差的问题。最后,根据国际一流公司的具体指标,提出了中国海油为实现战略目标的具体措施。

Abstract:The article introduces the strategic goal of China National Offshore Oil Corp.(CNOOC) to build CNOOC into a first-rate international energy company,and the ten marks of a first-rate international energy company.The paper analyses the status of CNOOC's strategy implementation:CNOOC has ranked itself among the Global Top 500 Companies and the second level international oil companies in terms of the evaluation index of oil & gas production etc.;in addition,the establishment of modern enterprise system in CNOOC is pushing on steadily,and an integrated energy company pattern of CNOOC has taken shape.The paper also points out the CNOOC's weaknesses in comparison with international first-rate energy companies,smaller scale,lower degree of transnational business,inadequate management system and level,and relatively insufficient deep-water development ability.Finally,the article puts forth the measures for CNOOC to realize its strategic goal build CNOOC into an international first-rate energy company.
