尼尔基水利工程投资管理模式的探索与实践

尼尔基水利工程建设对工程造价实行“静态控制、动态管理”的模式。静态控制，是在批准的设计概算基础上编制“项目管理预算”，替代设计概算，对工程投资实行全方位控制和管理，合理计算工程完成投资，严格合同管理，保证工程静态投资控制在国家批准概算的范围内。动态管理，是对工程总投资中的价差和利息(融资费用)的管理。融资费用按批准的贷款额度实际发生的利息列支。价差是项目法人控制动态投资的主要内容，制定《尼尔基水利枢纽工程价差计算办法》，据以编制年度价差，达到有效管理工程总投资和降低工程造价的目的。

Exploration and practice in the cost control of Nierji Water Control Project

The Nierji Water Control Project adopts a method called static control and dynamic management in its cost management. The Static Control means to design a project management budget to substitute for the budget approved in the design period, and control and manage the cost of all parts of the project, reasonably estimate the finished cost, strictly control the cost according to contracts, ensure the whole static investment to be controlled within the budget approved by the government. The Dynamic Management means to estimate the interest of loan in the project and price escalation. The interest must be accounted according the approved volume of loan and the fact of the project. Price escalation is the key point in the dynamic cost control. Making a principle of calculate the cost escalation in Nierji project is the base to estimate and manage the total investment effectively and cut down the project cost.
