我国已将煤层气正式列为鼓励开发的新矿种，近几年的勘探和生产实践也昭示了中国煤层气资源的良好开发潜势，许多煤层气田的煤层气勘探已经进入了申报储量阶段。因此，亟待建立诸如规范煤层气资源评价、科学地计算和管理煤层气储量等的管理体系。分析了煤层气作为独立新矿种的特殊性及其对储量管理的客观要求，分析了美国煤层气储量管理的经验，探讨了我国煤层气储量管理的最终目标与现实储量实施之间的距离。结果认为，规范我国煤层气储量管理工作的关键在于健全储量管理体系。提出了建立我国煤层气储量管理规范的技术思路和储量分类分级体系。

Constructing Coal-bed Gas Reserve Management System in China

Coal bed gas has been officially taken as a new mineral species to be developed urgently in China;a fair developm ent potential of coal bed gas resources has been further revealed in China thro ugh exploration and production practice over the years;and the coal bed gas exp loration in many coal bed gas fields has entered into the stage of declaring re serves.Therefore it is urgent to set up a management system including standardiz ing coal bed gas resource assessment,scientifically calculating and managing co al bed gas reserves,etc..In the paper,the particularity of coal bed gas taken as a new mineral species and its objective demands for reserve management are s tudied and the distance between the ultimate aim of coal bed gas management in China and its actual circumstance is discussed through analyzing the experience with coal bed gas reserve management in the U.S.A.It is thought that the key of standardizing coal bed gas reserve management in China is to perfect the reser ve management system.Finally,the technical idea of coal bed gas reserve managem ent standard and the reserve classification graduation system are put forward i n the paper.
