浅谈民爆行业市场化现状

随着国家不断深化供给侧改革,民爆行业产能过剩日趋严重,工信部和公安部等行业有关部门出台了一系列的政策法规,以期通过市场手段推动行业整合,使行业朝着集约、规范、安全的方向发展,但却忽视了民爆行业的特殊性。在民爆行业市场化的过程中,市场主体间恶性竞争,为了谋求生存空间,采取跨区域低价倾销的方式扩大产品终端用户,无法保证甚至压缩安全投入,无资金进行技改。此外,还存在民爆物品长距离运输安全风险加大,跨区域业务交叉存在监管盲区等问题,不仅不利于保证和提升行业本质安全,反而会严重威胁公共安全,不符合国家的大政方针的要求。文章列举实例对民爆行业市场化存在的问题加以剖析,论证行业市场化潜在的安全隐患,强烈建议有关部门高度重视,并按照"属地管理、就近运输、就近购买、分级管理"的原则组织修订相关政策法规,以期为行业的发展保驾护航。

Brief Discussion on Marketization Status of Civil Explosives Industry

With the deepening supply-side reform,the overcapacity of civil explosives industry is becoming more and more serious.In order to promote industry integration through market means,the relevant departments,such as Ministry of Industry and Information Technology and Ministry of Public Security have issued a series of policies and regulations to ensure the industry is developing in the direction of intensification,regulation and security.But they ignored the particularity of the civil explosives industry.In the process of marketization of civil explosives industry,vicious competition between market players is taking place in order to seek survival space and to expand product end users by the means of cross-regional low-price intrusion,which can not guarantee or even compresses the safety investment,leading to lack of funds for technical transformation.In addition,there are also problems such as increased risk of long-distance transportation of civil explosives and blind area of cross-regional business supervision,which are not conducive to ensuring and improving the essential safety of the industry,and even will seriously threaten public safety without meeting the requirements of national policies.This article enumerated examples to analyze the problems existing in the marketization of the civil explosives industry,and demonstrated the potential safety hazards of the marketization of the industry.This work strongly recommends that the relevant departments attach great importance to organizing and revising the policies and regulations in accordance with the principles of "territorial management,local transportation,local purchase and hierarchical management",with a view to escorting the development of the industry.
