新疆规划水资源论证工作探析

2011年新疆率先开展了《哈密至郑州输电工程哈密煤电基地规划水资源论证》全国规划水资源论证工作试点项目,目前规划水资源论证制度初步建立。根据新疆水资源分布特点,立足节水型社会建设要求,依据国家、地方及行业规范、标准等对规划需水量合理性进行分析论证,统筹考虑区域水资源承载能力,保障规划的实施,真正落实最严格水资源管理制度,使规划决策部门做到宏观调控,科学合理进行产业规划布局,保障新疆经济社会发展用水合理需求,实现水资源可持续发展。

Water resources appraisal in project planning of Xinjiang

In 2011, Xinjiang was the first autonomous region that initiated a pilot project for water resources appraisal of plans at the national level, namely Hami Coal and Electricity Base of Hami-to-Zhengzhou Transmission Project. Currently, an appraisal system has been basically formed, which is based on rationality analysis of water demand in line with features of water resources distribution, requirement of water-saving society establishment as well as national, local and industrial norms and standards. The other factors need to take into consideration including bearing capacity of local water resources, effective implementation of the plan and the most stringent water resources management system, so as to enable the decision making department intensify macro control and formulate industrial layout in a scientific way, safeguard water demand for economic and social development and sustainable development in the region.
