摘    要:在分析开展大型煤电基地规划水资源论证重要意义的基础上,根据《建设项目水资源论证导则》和《规划水资源论证技术要求(试行)》,结合大型煤电基地规划项目布局的特点,从规划基本情况、论证范围及水平年、水资源条件及开发利用现状和规划需水规模合理性、水资源承载能力评估及水资源配置方案、环境影响评估及对策等方面,提出大型煤电基地规划水资源论证技术要求。从提升水资源论证报告编制水平、科学优化规划目标、规模与布局、有序开展煤电规划水资源论证审查与实施工作等方面提出了加快推进大型煤电基地规划水资源论证工作的建议。

Abstract:Technical requirement for water resources appraisal of large coal and electricity base are put forward on the basis of examining its significance, features of project layout, as well as aspects of basic conditions, scope of appraisal and target year, water resources condition and status of development and utilization and rationality of planned water demand, bearing capacity of water resources and water allocation options, environment impact analysis and measures. Suggestions are made to improve quality of water resources appraisal report, make scientific planning to objectives, scale and layout as well as effective assessment and inspection of water resources appraisal and its implementation.
