天津市农村水利现代化发展战略思考

通过对天津市农村水利发展现状的分析,在明确农村水利现代化发展思路、发展原则和发展目标的基础上,提出天津市农村水利现代化发展要紧紧把握现代化这一总体目标,从硬件设施建设、软件支撑措施两个方面同时整体推进,硬件设施建设重点包括清水河道治理、农村饮水提升改造、农业节水灌溉、除涝骨干设施维修改造、再生水回用、水土保持等;软件支撑措施包括基础工作、发展改革、战略规划、专题研究等。

Strategy for water development and modernization in rural areas of Tianjin

The overall target of modernization should be highlighted in water development in rural areas of Tianjin according to analysis of current situation of water development after determination of general ideas, principle and target of water development and modernization. It shall be realized with both structural, including river course training, upgrading of drinking water facilities, water-saving irrigation, repair and rehabilitation of key waterlogging control facilities, recycled water utilization and soil conservation, and non-structural measures, such as reinforcement of preparation work, development reform, strategic planning, special subject studies and so on.
