| 摘 要： | 本文在简要介绍城市防灾和应急管理体系概念与内涵的基础上,对东京、伦敦、纽约三个国外大城市的防灾应急管理体系作了概括性分析。借鉴国外大城市的先进经验并结合中国的实际情况,提出了有利于促进中国防灾应急管理体系建设和应急管理能力提高的可行性建议。I

| Abstract: | This article briefly introduced the concept and meaning of urban disaster precaution and emergency management system,analyzed the disaster precaution emergency management system of three foreign megalopolis Tokyo,London and New York resumptively.Draw these advanced experiences and combined with the practical situation of China,and then provided several feasible advices which may favor of building the disaster precaution emergency management system and enhancing the emergency management ability in China. |
