长株潭城市群矿业经济增长及影响因素研究

为了探讨长株潭城市群矿业经济增长情况,基于国民经济核算的最新统计数据,分析了三市矿业经济增长特征,计算了发展差异的泰尔指数,并对影响矿业发展及差异的因素进行了归因分析。研究显示：2006~2016 年三市矿业经济取得长足发展,年均增长20.45%,但近3年增幅明显回落,矿业产业结构失衡; 泰尔指数的变动趋势印证了三市矿业经济增长梯度差异明显,2016年长沙矿业产值是株洲的1.71倍,是湘潭的2.56倍; 研究期间湘潭历年的行业劳均产值均高于省平均水平,而株洲却相反,历年均低于省平均水平,近年来长沙反超湘潭位居第一; 三市矿业经济增长的主要驱动因素为矿业企业规模、资本深化、财政支出力度; 环境污染治理力度和单位能耗对矿业经济增长的影响显著为负。最后提出矿企应加强生态环保力度,抓住新兴战略产业发展机遇,提高能源利用率,发挥大型矿企的规模经济效应,推进绿色矿业经济大发展的建议。

Influencing Factors for Economic Growth of Mining Industry in Changsha-Zhuzhou-Xiangtan City Group

A discussion about economic growth of mining industry in Changsha-Zhuzhou-Xiangtan City group was presented. Based on the latest statistics of National Economic Accounts, the growth feature of mining economy was analyzed for three cities, and Theil index was calculated for difference in the development. Then, factors to influence the mining industry development and to cause the difference in the mining development were analyzed. Research shows that the mining industry in three cities had made great advances during the period of 2006~2016 with an average annual growth rate of 20.45%, but it has obviously been slowing down in recent three year, and the industrial structure has become unbalanced. The variation trend of Theil index has verified the distinct difference in the gradient of growth of three cities. In 2016, the production value of Changsha was 1.71 times that of Zhuzhou, 2.56 times that of Xiangtan. During that period of time covered in the study, the output value per labor of Xiangtan had been higher than the average level of Hunan Province for several years, however, Zhuzhou, just the opposite case, had been lower than the average level. But in recent years, Changsha has passed Xiangtan, ranking the first in terms of output value per labor. The main driving forces for the economic growth of mining industry in three cities include production scale of mining enterprises, capital deepening and fiscal expenditure, while environmental pollution control and unit energy consumption have brought negative impact on the economic growth. It is suggested that mining enterprises should seize the opportunities in the development of strategic emerging industries, make more efforts in ecological environmental protection and improve energy utilization rate, so as to promote the great advance of green economy in mining industry by giving play to the scale economic effect of large mining enterprises.
