加强节水“三同时”管理 促进城市节水发展

分析了当前城市用水中存在的大量水资源浪费的现象，提出通过加强节水“三同时”制度的建设和落实促进城市节水，以减少水资源浪费，实现入水和谐的节水型社会。

Reinforcement of "three simultaneousness" water-saving management and the promotion of urban water saving development

The paper makes an analysis about the waste phenomenon of lots of water resource existed in the current urban water use,proposes to reinforce the establishment and implementation of the "three simultaneousness" water-saving system to promote urban water saving,in order to reduce the waste of water resource,and finally to achieve the water-saving society with harmonious coexistence between man and water.
