水闸安全监测技术规范关键要素研究

摘    要:水闸工程作为防洪保安、调控水资源的重要设施,其安全运行至关重要。为规范水闸安全监测、掌握水闸运行性态、评价施工质量、反馈设计指标、降低失事风险等,有必要编制水闸安全监测技术规范,并对其关键要素进行研究。为此,规范编制组通过相关规范规程等技术资料梳理、典型水闸安全监测现状调研,以及与水闸运行管理人员座谈等,研究了规范的适用范围;在水闸主要结构病害特征分析的基础上,确定了水闸监测项目主要包括闸墩及翼墙变形、闸基扬压力及侧向绕渗、基础沉降及闸墩倾斜、上下游水位及冲刷等,测点布置要能反映水闸运行性态。同时,结合典型水闸缺陷处理实例,针对水闸上下游水位变化频繁、地质条件差等特点,提出了水闸安全监测资料整编分析的关键要素。在对比分析了与混凝土坝、土石坝等建筑物监测技术规范的差异性的基础上,编制了水利行业标准《水闸安全监测技术规范》(SL-768)。

Abstract:In order to standardize sluice safety monitoring,grasp sluice operation behavior,evaluate the construction quality, feedback the design index and reduce the risk of failure,it is necessary to compile the technical specifications for sluice safety monitoring and study its key elements. Therefore, the scope of application of the specification is studied herein through sorting out the relevant technical data, investigating the safety monitoring status of typical sluice and making discussion with the sluice operation managers. On the basis of the analysis made on the characteristics of the main structural diseases of sluice, it is determined that the monitoring items for sluice mainly include deformations of pier and wing wall,uplift pressure and lateral seepage of foundation, foundation settlement, inclination of pier,upstream and downstream water levels and scouring,etc. ,while the layout of the measuring points is necessary to reflect the operation behavior of sluice. Meanwhile, the key elements for compiling and analyzing sluice safety monitoring data are put forward in combination with the actual cases of the treatments on the typical defects of sluice for the characteristics of the frequent changes of the upstream and downstream levels and the poor geological condition. Finally,on the basis of the comparative analysis on the differences among the technical specifications for monitoring the structures, such as concrete dam,earthrockfill dam,etc. ,the watersector standard— “Technical Specification for Sluice Safety Monitoring”( SL -768) is compiled.
