| 摘 要： | 核电企业运营中安全问题是首要问题、建立安全文化控制体系是进行风险管理的一个有效手段。文中根据核电企业特点，使用国际通用的SMART评价准则对计算安全文化指数所需的指标作了分类研究。同时为满足持续改进的安全文化控制体系实施的需要，对有代表性的业绩指标作了量化处理。

Design of nuclear safety culture indicators based on SMART |

| Abstract: | Safety is the issue of overriding priority in the course of nuclear power operations and management. To establish a safety culturecontrol mechanism is an effective tool for risk management. The paper studies the categorization of indicators required for safety culturemeasurement by using the SMART criteria to adapt the features of nuclear power utilities. And quantitative resolution to some typicalindicators is presented to satisfy the needs for continuous improvement of safety culture control mechanism. |
