我国新农村建设类型划分与模式研究

新农村建设是我国经济发展到一定阶段的必然过程,我国已进入工业化中期阶段,一定程度上具备了新农村建设的经济基础。由于我国经济发展的区域差异显著,处于不同发展水平的地区,其新农村建设内容、重点、模式和方式上都应不同。基于此,本文从城乡统筹的角度,以省为单位分别设立了评价我国城市和农村发展水平的两套指标体系,将我国的城市与农村发展水平分别划分为强、中、弱三个级别,并对各省评价结果进行了叠加。按照经济发展水平相对一致的原则,将叠加的结果归并为五个类型,分别是发达类型、相对发达类型、发展中类型、相对落后类型、落后类型;最后针对各类型的经济发展水平不同,初步探讨了个类型的新农村建设模式,提出了各类型新农村建设的重点。

CATEGORIZATION AND MODE STUDY OF NEW VILLAGE CONSTRUCTION IN CHINA

New village construction is an inevitable phase in the process of social-economic development in China. With the rapid economic growth, China has now entered the medium phase of industrialization, which provides the economic basis for the new village construction. However, due to the remarkable regional differences of the economic development in China, the regions with different levels of development should have different emphases, modes and methods for their new village construction, From the perspective of the balanced development of urban and rural areas, this paper puts forward two sets of indicators which take each province as a unit for evaluating the urban and rural social-economic development. Results from superposing the levels of social-economic development for urban and rural areas indicate that 5 categories of regional development mode can be identified. At last, according to different level of economic development of each category, the paper discusses the mode and puts forward the emphasis for each category of new village movement.
