新型城镇化背景下县域经济主导产业选择研究——以首都经济圈内三河市产业规划错位为例

党的十八届三中全会将新型城镇化建设提上日程。在城市群的概念引领下，中小城市将承担更多的就业等民生问题。因此，县域经济的产业选择问题显得尤为重要。本文在文献研究的基础上，把河北省三河市（县级市）选定为研究案例，运用引力模型和区位熵对该城市主导产业进行了实证研究。实证结果显示，制造业、建筑业、房地产业、金融业是三河市的主导产业。三河市的产业规划存在明显的错位问题。受“十二五”规划目标影响、宣传与实际不一致、数据滞后是主要原因。最后本文给出了政策建议。

Research on the Leading Industry Selection of County Economy under the New Urbanization Take the Sanhe City＇s Industrial Dislocation within Capital Economy Region as an Example

The Third Plenary Session of the 18th Central Committee of the Communist placed new urbanization on the agenda formally. Beneath the theory of urban agglomeration the medium and small cities will bear more employment and other livelihood issues. Therefore, the industry selection of the county economy is particularly important. Based on the literature study, this paper selected Sanhe City as a case study, using the gravity model and region entropy leading industries empirical research. Empirical results show that manufacturing, construction, real estate, the financial industry is the leading industry in Sanhe City. There is an obvious problem Sanhe industrial planning dislocation municipal industrial planning. This paper argues that the ＂12th Five-Year Plan＂ objectives＇ influence, advocacy is inconsistent with the actual, data lag are the main reason. Finally, this paper gives policy reconunendations.
