创建中国一流天然气工业基地的思考

摘    要:天然气在我国区域社会经济、能源安全和低碳经济发展中的重要性日趋突出,因而需要进一步明晰一流天然气工业基地的内涵、模式、结构要素及标志,强化其在能源供应安全、应对突发事件、促进区域社会经济发展和提高企业可持续发展能力等方面的战略地位。为此,从可持续发展和天然气能源供应安全战略视角出发,根据一般工业基地的建设条件和天然气工业基地的特殊性,应用复杂系统动力学理论配置基地相关资源,构建了天然气工业基地可持续发展模式。其基本结构由基地发展环境系统、基地发展目标系统、基地产输销基础系统、基地组织协调系统、基地基础保障系统等5个子系统构成。进而提出11个一级指标、45个二级指标作为评价一流天然气工业基地的指标体系。最后指出在天然气工业基地建设过程中应处理好基地资源基础建设与基地可持续发展、基地天然气供应能力与合理社会责任践行、基地生产与基地服务建设3个重大关系。

Abstract:Natural gas is becoming increasingly prominent in Chinese regional socio economy, energy security, and low carbon economy development, thus it becomes important and necessary to further clarify the concept of a first class natural gas industrial base, and its pattern, structure elements and characteristics, and strengthen its significant strategic position in energy supply security, contingency response, regional socio economic development, and corporate sustainable development promotion. From the perspective of sustainable development and natural gas energy supply security, based on the construction conditions of general industrial bases as well as the peculiarity of natural gas industrial base, this paper presents an idea of allocating the associated resources using the complex system dynamics theory to construct a sustainable development mode of natural gas industrial base. This base is constituted by 5 sub systems including its environmental system, target system, basic production transport export system, coordination system, and basic security system. Furthermore, 11 main indexes describing the characteristics of its subsystem structures and 45 sub indicators demonstrating its functional elements are proposed herein as an evaluation index system of a first class natural gas industrial base. Finally, this paper suggests that three major relationships, i.e., the first being between its resource infrastructure and sustainable development, the second being between natural gas capacity and social responsibility, and the third being between production and service, should be well dealt with in the process of gas industrial base construction.
