| 摘 要： | 自然资源的稀缺性、环境容量的有限性以及经济社会发展需求的持续旺盛,决定了总量调控在市场决定资源配置的形势下依然适用。结合新形势与新要求,对比借鉴土地资源、环境、产业等相关规划总量调控的经验做法,结合矿产资源的隐蔽性、流动性等特性,建议取消下达开采总量控制年度计划,充分利用矿山企业设计生产规模,从注重需求管理转变为供需双向调节,培育具有国际竞争力的矿业大企业、大集团,以及科学论证、适时调整开采总量调控矿产种类等。

| Abstract: | Due to the scarcity of environment-resource and the booming demand of economic-social sustainable development, amount adjusting control is still applicable under the situation of market-allocated resources. Comparing associated planning with mineral resources planning on total amount control, and considering the characteristics of mineral resources, we suggest canceling annual exploitation amount quota, paying close attention to the design capacity of mining enterprises, implementing two-way regulation of supply and demand, fostering internationally competitive large-scale mining enterprises, while adjusting scientifically the mineral resource types. |
