高校突发敏感事件舆情应对探究

当前,国际国内形势总体有利于高校发展,但是由于种种原因,高校各类敏感事件日益增加,这些事件侵害了广大师生的生命财产安全,危害了社会的稳定,影响了和谐社会建设。对此,课题组对在甬15所高校进行了调研,主要从是否建立了应急组织,有否各类应急预案,平时的预防预警和应急处置措施等方面进行全面的调查。据此,建议重点突出应急法律法规建设,进一步强化政府的主导地位,加强对高校的综合监管。构建信息共享交流平台,高校自身要重点实现预防预警工作,预防和控制突发事件的发生,维护稳定安全,促进教育事业的进一步发展。

Research on Countermeasures for Sensitive Emergencies in Universities

Currently, the international and domestic situation is conducive to the overall university development, but due to various reasons, different kinds of sensitive emergencies happening in the universities are on the rise which not only endanger the life and property of teachers and students, but also the stability of the society and the construction of a harmonious society. In the paper, a full investigation was conducted in the 15 universities in Ningbo mainly on the establishment of emergency mechanism, emergency response plans, usual preventive measures, early warning and emergency response measures. The paper proposes that priority shall be given to the enactment of laws and regulations on emergency, the leading role of the government strengthened and the comprehensive supervision of the universities stressed. In building information sharing platform, universities shall make efforts implementing their early prevention and warning, preventing and controlling the happening of emergency so as to safeguard the stability and security and promote the further development of higher education.
