视频会商系统在防汛抗旱工作的应用

视频会商系统在水利行业中已得到一定程度的推广，主要实现异地视频会议、培训等功能。随着IP视频会商技术的飞速发展，对视频会商的互联互通、联动指挥和信息共享提出更高的要求。本文通过分析海河下游管理局视频会商系统，针对出现的问题和弊端，提出一套改进方案，在实现高清视频功能同时，增加移动视频和实时调度功能，极大提高防汛决策指挥、应急联动的工作效率，在防汛抗旱中应急响应、防汛演练、会商、会议等方面发挥重要作用。

Application of Television Consultation System in Flood Control and Drought Relief Work

System of television consultation has been widely spread in water sector, which realizes the multi areas video meetings and training. With the development of video conferencing system based on IP, there should be a corresponding increase in interconnection, linkage command of emergency and information sharing in flood control video consultation applications of water conservation industry. This paper analyzed the problems and insufficiencies in flood control command system of television consultation of Haihe River Lower Reaches Administration Bureau, put forward an improvement plan, which consisted of HD television technology, mobile terminal technology and real-time scheduling strategy. This system will help to improve the efficiency of the flood control decision command and emergency response, and play an important role in emergency response, flood-fighting manoeuvre and television consultation and conference.
