安徽省小型水库管理体制改革实践与探讨

水库运行管理水平的提升有利于其功能的充分发挥。为进一步探索加强小型水库管理办法，总结了安徽省小型水库管理体制改革示范县创建活动取得的成果，提出以专业化管护服务机构统一负责域内小型水库管护任务的管理模式，用以工代赈方式吸纳农村劳动力充实管护队伍，促进工程所在地群众就业、增收，并对劳动力优选、劳务报酬发放、技能培训提出建议，对增加管理经费提出开发利用水库现有水、土资源的多渠道保障措施，供各级水行政主管部门参考。

Practice and discussion on management system reform of small reservoirs in Anhui Province

The improvement of reservoir operation and management level is conducive to make full use of reservoir functions, in order to further explore ways to strengthen the management of small reservoirs, this paper summarizes the achievements of the establishment activities of the demonstration county for the reform of the management system of small reservoirs in Anhui Province, puts forward a management mode in which professional management and protection service institutions are uniformly responsible for the management and protection of small reservoirs in the region, so as to absorb rural labor force, enrich the management and protection team in the way of work relief, and ensure the employment and income of the people in the project location, and also puts forward suggestions on labor force optimization, labor remuneration payment and skill training, the guarantee measures for the development and utilization of the existing water and soil resources of the reservoir and provides reference for water administrative departments at all levels.
