区域中心城市城区经济发展效率及提升路径研究

摘    要:城区经济发展效率水平在很大程度上决定着区域中心城市的发展质量。通过构建投入产出指标体系,运用数据包络分析方法对2010年我国中部地区四个中心城市的城区经济发展效率进行评价,并用决策单元在相对有效面上的投影对城区经济发展效率进行优化分析。结果表明:区域中心城市城区经济整体发展效率较高,但外延式发展特征明显;城区财政支出相对比较合理;处于经济发展非DEA有效的城区,部分城区投入存在冗余,而产出都存在不同程度不足。最后,提出区域中心城市城区经济走内涵式发展道路的对策与建议。

Abstract:The level of district economic development efficiency determines the quality of development of re-gional central city in the very great degree. By constructing the input - output index system, the paper uses data envelopment analysis method to evaluate district economic development efficiency of four central city in the central region of China in 2010, and makes optimization analysis on urban economic development efficien- cy by projecting decision making unit in a relatively effective surface. The results show that the district eco-nomic development efficiency of the regional center city overall is high, but the extensive development charac-teristics are obvious; urban fiscal expenditure is relatively reasonable ; in the economic development of non - DEA effective area, part of the city has redundant inputs, and the outputs are varying degrees of problems. Fi- nally, the countermeasures and suggestions on the regional center city district economic intensive development are proposed.
