网络群体性事件的成因及对策

在对网络群体性事件的概念进行解读的基础上,分析了诱发网络群体性事件的原因,指出泛滥的网络无政府主义和群体极化效应是其发生的外在原因,政府公信力下降、社会公平正义缺失以及公民民主平等意识不断增强而开展的追责与求实活动是其出现的内在机理,制度供给不足与法律的不健全是其本质特性。并提出应对网络群体性事件的策略,包括以下五个方面：取信于民,创建诚信政府;畅通公民参与渠道,促进公平正义;促进政府信息公开,搭建网络对话平台;积极引导网络舆论,建立健全网络群体性事件预警和处置机制;提高网民素质,加强网络管理。

Study on the Causes and Countermeasures of Network Group Incidents

Network group incidents is a new challenge that the government faces in the network period.This paper firstly introduced the definition of network group incidents.It then analysed its causes and pointed out that technical characteristics of the network and network anarchism casued by the concealment of the network spread is the external causes,the activity of seeking the truth and investigating the responsibility out of the citizen′s increasingly enhanced democracy and equality consciousness is the inner mechanism,insufficient system and unsound law is the essence characteristics.Finally the the countermeasures of prevention network group incidents were put forward,including the following five aspects:(a)Winning people′s trust and enhancing the government credit;(b)unlocking the public participation channel;(c)speeding up the construction of democracy and the rule of law and promoting the cadres to set up scientific achievements view;(d)establishing and improving the prevention and treatment mechanism of network group incidents;(e)Striving for the right in network and reinforcing the network management.
