社会利益多元化下公共政策的创新与构建和谐社会

构建社会主义和谐社会是中国共产党对马克思主义理论的重大发展。公共政策作为政府调控社会成员之间利益关系以及进行社会管理的手段,在构建和谐社会中具有重要的地位和作用。转型时期,公共政策价值取向的多元化使得价值冲突日益彰显,不同利益集团的压力、“政府失灵”、个人“理性无知”等因素对公共政策的制定提出挑战。完善科学决策机制、绩效评价机制、管理和监督机制和协调整合机制实现公共政策创新,是协调各种利益矛盾和利益冲突,实现社会各阶层的合作和和谐相处的有效途径。
