构建云南高职教育立交体系若干问题的思考

建立云南普通教育与职业教育共同发展的“双轨制”和相互沟通的“立交桥”式的教育体系已经势在必行。由于云南高职教育起步较晚。虽然现有高职院校数量有所增加，但是在云南高校中仍处于弱势。关键问题是目前处于专科层次的高职教育与中职教育缺乏衔接；专科高职教育与本科高职教育没有贯通；职业技术教育与普通教育的“双轨制”尚不完善，制约着云南职业技术教育体系的形成。从高职院校本身来看，由于规模小，办学条件较差，师资力量不强，教学水平不高，办学特色不鲜明，竞争力不强等问题，影响着高职院校的社会声誉。因此，政府应该积极发挥主导作用，推动高职教育改革，尽快构建云南高职教育体系。

Thoughts on Several Questions on Establishing a Cloverleaf System of Higher Vocational Education in Yunnan Province

It is important to establish a two-way systemand cloverleaf intersection educational system by whichgeneral and vocational education develop jointly and link with each other. The numbers of higher vocational collegeshas increased but as higher vocational colleges in Yunnan begins rather late, they are still in weak position amonginstitutions of higher learning in Yunnan. The main problems are there is a gap between higher vocational educationand technical secondary school education, between three-year vocational education and four-year vocational education,and the two-way system of higher vocational and technical education and general education is still imperfect. Theyare restricting the formation of vocational technical education system in our province. As to colleges of highervocational education themselves, poor conditions for running school, insufficiency in teaching staff, lack of charac-teristics and competition influence the social reputation of higher vocational colleges. Therefore, the governmentshould actively bring into play its leading role to promote reforms in higher vocational education and establish aperfect system for higher vocational education in Yunnan as soon as possible.
