谈三峡库区城市（镇）迁建中的节约土地问题

三峡工程淹没与大规模城市（镇）迁建，将使这一地区失去大量土地。原本耕地稀少，城镇化水平低，城市建设用地紧缺，环境容量十分有限的三峡地区，面临着新的压力和挑战。在目前城市（镇）大规模迁建之时，针对现状一些不合理使用土地的现象，强调节约用地。从城市规划角度，用一定的行政与技术手段，来推行这一目的，是当前规划与管理工作面临的严肃任务。
