| 摘 要： | 伪基站和黑广播打而不绝、死灰复燃的现象在很多地区依然存在。面对打击治理伪基站、黑广播的难题,本文提出了一套分布式"黑广播"智能监管平台,从定点监测、移动监测两个维度进行黑广播的实时监测取证,并通过统一管理平台实现分布式系统的自动化管理,为黑广播监测与整治提供可靠的技术手段。
