| 摘 要： | 近年，潜江市在农村饮水安全工程建设与管理工作中，紧紧围绕“水厂建得成、管得好，群众用得起、长受益”目标，对建设、管理体制和经营模式进行大胆改革，探索出了“政府主导、企业经营、股权多元、市场运作”建设管理长效机制的“潜江模式”。通过总结分析潜江市的具体创新实践，并针对实际工作中的有关问题，提出相应的思考和建议。

| Abstract: | Recent years, reform of management system and operation model has been implemented in Qianjiang City, with the target of ＂benefiting people with provision of fordable water＂. A model is created by Qianjiang i.e. water plant is supervised by government, run by company, with diversified investment and market-based operation. Recommendation is made based on summary of practices in Qianjiang City. |
