政府绩效评估的理念与方法

提出把公众当作政府绩效评估主体,把政府当作被评估对象,体现了“顾客至上”、“结果导向”和“责任导向”的三大政府绩效评估理念,对改进政府工作和创建服务型政府具有十分重要的意义。政府绩效评估应该把公众满意度作为重要的评估指标,把公众评价(即外部评价)作为重要的评估方法,尽管政府自评与公众评价各自打上了“自利性”的印记,但公众评价的“自利性”比起政府评价的“自利性”而言更符合当代政府行政的价值选择。并通过一则案例对这一问题进行了阐析。

The Ideas and Method for the Evaluation of Government Performance
