政府绩效评估的理念与方法

摘    要:提出把公众当作政府绩效评估主体,把政府当作被评估对象,体现了“顾客至上”、“结果导向”和“责任导向”的三大政府绩效评估理念,对改进政府工作和创建服务型政府具有十分重要的意义。政府绩效评估应该把公众满意度作为重要的评估指标,把公众评价(即外部评价)作为重要的评估方法,尽管政府自评与公众评价各自打上了“自利性”的印记,但公众评价的“自利性”比起政府评价的“自利性”而言更符合当代政府行政的价值选择。并通过一则案例对这一问题进行了阐析。

Abstract:Regarding the public as the measure of the performance of government represents the ideas of "customer first","result-driven" and "responsibility-driven". It is of great importance to improve the government work and to create a service-type government. Making the public satisfied is one of the important indicators for measuring the government's performance and the public measuring of the government's performance (outer evaluation) is more scientific and more useful than the government evaluating itself (inner evaluation). Although each has its tendency when evaluating, the public's "selfish" evaluation meets with the value of the administration management more than the government's "selfish" evaluation does. A performance evaluation case is explained.
