电网建设外部环境中多方利益群体博弈模型

摘    要:电网建设外部环境主要涉及电网公司、基层组织和当地居民三大主要利益群体,构造电网公司和基层组织的委托代理模型、基层组织和当地居民的讨价还价博弈模型,分析三大利益群体在政策处理过程中的相互作用,研究认为规定征地概算的下限水平,是保证农民得到合理的补偿费用的必要条件。对基层组织的最优激励机制是在实施承包经营制。有利于构建电网建设和谐外部环境。

Abstract:Three major interest groups are closely related to the external environment in the construction of power grids, namely the power grid companies, grass-roots organizations and local residents. This paper establishes the principal-agent model between the power grid companies and grass-roots organizations and the bargaining game model between grass-roots organizations and local residents, and then analyzes the interactions among these three groups in the process of implementation of the related policies. This paper suggests that a mandatory bottom of the land acquisition price is a necessary guarantee for farmers to get land compensation fees for land requisitioned. The optimal incentive for the grass roots proves to be the contract management system for a better external environment for power grid construction.
