福建省数字水利“一平台”总体框架研究

摘    要:福建省数字水利“一平台”的提出是从顶层推进福建省水利现代化建设的必要举措。为做好省级数字水利顶层设计,考虑福建水利信息化现状及面临形势,围绕“一屏看水、一网管水”的目标,提出“6个1”的“一平台”目标建设,探索“一平台”“五统一”总体框架下的“四大体系”,分析资源共享支撑架构、三级贯通网络架构、数字赋能应用架构及其建设内容,同时结合福建省水利信息化省情,提出“一平台”需经过业务系统统一认证、关键信息集中展示,数据资源共享服务、先立后破更新迭代,三级平台分级部署、业务应用数字赋能3个阶段的实施路径,逐步实现福建省数字水利“一盘棋”建设,数字赋能省市县三级水利业务、水利政务信息化应用。

Research on the overall framework of one platform of digital water conservancy in Fujian Province

Abstract:The proposal of one platform of digital water conservancy in Fujian Province is a necessary measure to promote the modernization of water conservancy from the top level. In order to improve the top-level design of provincial-level digital water conservancy, considering the current situation of water conservancy informatization in Fujian, this paper puts forward the goal of "six-one" construction achievements and one platform construction around the goal of "one screen watching water and one network management water". It explores the "four systems" under the overall framework of "five unification" of one platform, and analyzes the supporting structure of resource sharing, three level through network architecture, digital enabling application architecture and their construction contents. Combined with the situation of Fujian Provincial water conservancy informatization, this paper proposes that the construction of one platform needs to go through three stages: uniformly certified by the business system, centrally displayed key information; shared services of data resources, established first, then broken and updated later; hierarchical deployment of three-level platforms, and digital empowerment of business applications. So as to gradually realize the "province as a whole" construction of digital water conservancy in Fujian Province, and digitally enable the application of three-level water conservancy business and water conservancy government informatization at the provincial, municipal and county levels.
