关于加快电力发展方式转变的思考

"十一五"期间,我国电力工业在装机容量和电网规模上都取得了跨越式发展,但大而不强的问题十分突出,电力结构失衡。"十二五"电力发展必须紧紧围绕加快电力发展方式转变这条主线,着力结构调整,深化电力体制改革,改变国有电力企业经营业绩考核内容,合理确定电力发展目标、布局和速度,明确电网发展方向,加强配电网建设,促进我国电力工业全面、协调、可持续发展。

Thinking on Speeding up Altering Developing Pattern of Electric Power Industry

In the 11th Five-Year Plan period, China＇s electric power industry has made a great breakthrough, with greatly increasing in the installed capacity and power grids. However, some problems are still prominent with the power grids remain inefficient and structurally unbalanced. Therefore, during the 12th Five-Year Plan, China should make efforts to transform the developing pattern of electric power industry. To promote the comprehensive, balanced and sustainable development of power industry, China should restructure power industry, deepen the electricity system reform, change the performance evaluation system of the state-owned enterprises, set reasonable development goals, layout and speed for the industry, and finally strengthen the distribution network.
