深刻领会江泽民同志文章精神 加快石油天然气工业发展

江泽民同志在《对中国能源的思考》文章中提出了能源战略在国家发展战略中的重要地位、中国特色新型能源发展道路等一系列重要观点,对我国石油天然气工业未来的发展具有重要影响和深远意义。我国石油勘探尚处于中等成熟阶段,天然气勘探仍处于大发现时期,资源有较大潜力。油气勘探开发的新技术将有力保障我国石油天然气工业的快速发展。岩性地层油气藏、前陆冲断带、叠合盆地中下部组合和成熟盆地精细勘探和海域等领域将成为我国未来油气储量增长潜力最大的领域。针对加快我国石油天然气工业的发展,文中提出了4点建议:(1)以三大国有石油公司为主体,加快我国石油天然气工业发展;(2)加快我国海洋石油天然气资源勘探开发;(3)加快我国低品位(低渗透)油气资源开发;(4)加强国际合作,加快海外油气资源勘探开发,加快"走出去"步伐。

Deeply Comprehending the Essence of Reflections on Energy Issues in China by JIANG Ze-min,and Accelerating the Development of Petroleum Industry in China

Mr.Jiang Ze-min puts forward a series of significant issues in the paper of Reflections on Energy Issues in China,such as the importance of energy strategy to the economic and social development of China,and a new energy development approach with Chinese characteristics,which are of great influent and profound significance.Oil and gas exploration in China is in the stage of moderate development and great discovery respectively.Huge resource potential is left to be discovered.New technologies of oil and gas exploration and development are the strong guarantees for accelerating development of Chinese petroleum industry.Stratigraphic reservoirs,foreland basins,the middle and deep parts of superimposed basins,precise exploration in mature basins,and sea area will be most important domains with great potential of reserves growth.To accelerate the development of Chinese petroleum industry,the paper raises 4 following suggestions: (1) three Chinese state-owned oil companies should be the main entities and take the principal responsibility; (2) off-shore oil and gas exploration and development should be speeded up;(3) low grade (low permeability) oil and gas development should be developed;(4) international cooperation and overseas exploration and devel- opment should be enhanced to accelerate"Going-out"strategy.
